Purpose: Analyzing public libraries accessibility in district 20th of Tehran municipality.
Methodology: In this research it is used an analytical – descriptive method to analyze public libraries accessibility in district 20th of Tehran municipality. Part of the data is obtained from the documents of the libraries and parts from a survey have done in the study area. Quantity analysis is based on many indexes such as per capita and land use coverage. We use Buffer tools in GIS to draw coverage areas of any library in order to determining accessibility of parcels and population.
Findings: In study area, public libraries only covered 4.2 m2 of per hectare of lands and per capita spaces of them are 0.035 m2 that is approximately 50 per cent of urban planning standard scores. Per capita books in public libraries are less than 1 that is lower than IFLA standards. 91.3% of referrals assess access to libraries as “good’ and “very good”, similarly 82.1% of them believe that the libraries have “good’ or “very good” capacity.  18% of areas and 18.32% of the population don’t access to any public library whereas nearly half of lands  and half of residents are accessible by at least 2or 3 library covered area. 20% of the population are located far from a distance of 1000 meters of the nearest public library and do not enjoy proper access.
Originality/Value:  Combining quantity statistical methods with Buffer techniques to analyze accessibility is a new method which has so far not been used in library access research
