Purpose: The purpose of this research is to investigate the compliance of cybernetic components with the comprehensive statistical system of Iran's public libraries. This institution, as the organization in charge of Iran's public libraries, has a large, diverse and extensive network of public libraries in the country, and from the perspective of systems theory, it is an example of a complex adaptive system. In order to better plan and manage the flow of statistics and information at different levels of this network, this organization uses a comprehensive statistical system, which is a set of executive guidelines and guidelines. Cybernetics, as an interdisciplinary science, has the agenda of studying the structure of complex and regular systems. This science claims that it studies the complex phenomena of the world by using its special perspective, and then by analyzing the relationships between a phenomenon and other phenomena in the surrounding environment, it examines the methods and how to control it, and in general, a better way to manage a It provides the system and plans and manages the flow of statistics and information at different levels of the organization.
Method: The current research is an applied research. Also, the method of collecting research data is library and documentary, and a case study has been done on the comprehensive statistical system of the country's public libraries. In this regard, in order to achieve the goals of the research, the strategy of content analysis was used and the measurer method was used to check the compliance of cybernetic components in the comprehensive statistical system.
Findings: The most important components necessary for the creation of cybernetic systems including goal, input, output, processing, communication, control and feedback were examined in the comprehensive statistical system document and although the titles mentioned in the document for these concepts are more or less different. but the processes foreseen in the document had such applications in terms of performance. The strongest cybernetic component in the comprehensive statistical system is related to "input, processing and conversion, output", "control" and "feedback", and "goal" and "communication" also received an average rank in this survey.
Results: The maximum compliance of these components with those predicted in the comprehensive statistical system indicates that this comprehensive system without mentioning the name of cybernetic science in the document, by maintaining a systemic view in the processes of creating, aggregating, analyzing and using the statistics of cybernetic components. and the cybernetic concept has been institutionalized in the regulation of the document.
