Abstract
Purpose: in This research, aim is to determine the most appropriate type of planning for designing cultural activities from the perspective of librarians and public library officials,  and experts and decision makers.
Method: The present research is an applied survey method. a researcher-made questionnaire is selected as the tool for  data collection. Friedman test and the Yumann Whitney test in SPSS software is used for data analysis.
Findings: The results showed that among the five types of planning for designing cultural activities from the viewpoint of librarians examined, participatory planning, as well as in the group of experts and decision makers , Logical planning has a significantly higher average than other programs. Because the calculated Friedman test value in both groups is larger than the chi-square test at the error level less than 0.01, it can be said that there is a significant difference between the two types of planning for designing cultural activities from the viewpoint of the two groups surveyed .Therefore participatory planning from the point of view of librarians and library officials, logical planning from the point of view of the experts were the first priority. Therefore, the results indicate that the most appropriate type of planning is to design cultural activities of public libraries, participatory planning is the most appropriate type  from the point of view of librarians, and logical planning is the most appropriate type   from the point of view of the experts.
Originality / Value:  Due to the lack of  recognition of the most appropriate type of planning for designing the cultural activities of public libraries in Iran, planning is usually unsuccessful. This research can be used as an infrastructure (infrastructure) for designing cultural activities. Applying this infrastructure will help planners and managers of public libraries to make decisions about cultural activities.
