Abstract
Purpose: The purpose of this research is to present a strategic control model for performing and assessing the strategies and strategic perspectives of the public libraries foundation.
Method: The present research is a fundament-oriented exploratory case study. The data were collected by a review of the literature in library and deep interviews.
Findings: Strategic Control has been proposed after the organization perspectives and strategies accomplishment control. The basic problem of the strategic program of organizations is the gap between ideas and ideals and the organizational activities. Strategic control models have been proposed to present solutions to bridge the gap between the ideas and the strategic operations. At present, the equal assessing model of performance has come to be of general use as one of the strategic control models in organizations. The strategic perspective of the public libraries foundation as an important and senior document of a nongovernmental public foundation is faced with the problem of the gap between ideas and actions. Describing the capabilities of this model and adopting a case study method, the present article tries to solve the mentioned problem and to analyze the results of using this model in nongovernmental public organizations.
Originality/Value: The present research can be a good starting point for making the strategic perspective of the public libraries foundation operational.

Abstract
Purpose: The purpose of this research is to achieve a model of useful strategic control that can be used in the public libraries affiliated with the Iran Public Libraries Foundation.
Methodology: This is an exploratory research project, using a case study approach with an original orientation. Data has been collected through field surveys and descriptive statistical analysis methods have been used to analyze data.
Findings: Designing strategic control systems, enables the provision of the organization circumstances (conditions) for moving coherently within the context of distributed environments. It also provides a vehicle for the integration of distributed decisions by managers and helps to prevent sporadic endeavors. The Iran Public Libraries Foundation declares in its vision statement that it intends to establish itself as the lead in the region where space per members, membership, resources and lending are concerned. To achieve this goal it needs to use the tools and methods of strategy control. In designing the strategic control model, this paper seeks to facilitate and solve the problem of strategic and vision control in the Public Libraries and present the outcomes of applying this model in a non-governmental public organization.
Originality/value: This paper would be useful for the purpose of vision and strategic control in the Public Libraries Foundation.

Abstract
Purpose: The main purpose of this study is to examine the ways, resources, and objectives of obtaining health related information by members of four Qazvin public libraries (affiliated with the Public Libraries Foundation) in December 2011. For the purpose of data analysis, descriptive statistics were used.
Findings: Almost all members of Qazvin public libraries have experienced the need for health related information in their daily lives. Most commonly, this is obtained through passive means. Watching TV was the most popular method of obtaining health information, and was ranked in first place. Where internet research was concerned, search engines were the most popular method. Prevention was found to be the key motivation for individuals seeking health information.
Originality/value: This study is valuable given the emergence of new era of health information within the public libraries of Iran, and the emphasis placed by the Iran Ministry of Health and Medical Education and in particular, the clinical governance program on the collaboration of community and patients in making decisions based on their health related issues. This study is valuable for public libraries particularly in terms of developing a policy for offering health information services. It illustrates the inclinations, and needs of the libraries' members, and shows the channels and types of resources being used.

Abstract
Purpose: The purpose of this research is to determine the categories and issues that were considered by national policymakers in the field of public libraries of the Islamic Republic of Iran. This study seeks to identify those issues and problems for which policymakers have been trying to find solutions by analyzing the content of policy documents.
Method: This research is a qualitative research that has been conducted by using the content analysis method. The research population includes the text of policies, laws and regulations adopted by public policy makers in the Islamic Republic of Iran. In this regard, nine important provisions specifically addressing public libraries are examined and analyzed. These laws and regulations include "the Establishment and Administration of Public Libraries Law", "the Executive Regulations of the Establishment and Administration of Public Libraries Law", "the decision to add the Iran Public Libraries Foundation to the list of institutions subject to paragraph "b" of Article (11) of National Recruitment Law", "Amendment of the Executive Regulations of the Establishment and Administration of Public Libraries Law", " Document of Beneficial Reading Movement", "beneficiary of Iran Public Libraries Foundation from the individual and legal persons as funds subject to article (172) of the Amendment of Direct Taxes Law approved in 1992", "the deduction from the total credits related to municipals revenues and payment to the Iran Public Libraries Foundation by the Ministry of Economic Affairs and Finance (Treasury of the Country)", "article 64 of the Law on Adding Some Articles to Regulation of Part of Government Financial Regulations Law (2)", "the approval of Public Culture Council of the country regarding the promotion of book and book reading culture". MAXQDA qualitative data analysis software was used for coding the research data. Furthermore, in order to ensure the reliability of this study, validity, reliability, transferability and verifiability criteria were used.
Findings: The research findings indicated that in the studied documents policies have been made for five issues including "Reading Promotion policies", "Management of Financial and Administrative Affairs of Public Libraries of the Country", "Construction and Development of Public Libraries of the Country", "Management of Library Services" "and "designation of actors in the public libraries in Iran". Examination of the documents showed that the issue of reading promotion policies were taken into consideration in the "Document of Beneficial Reading Movement" and the "Sanctioned regulation of Iran's Public Culture Council regarding the promotion of book and book reading culture" and many actors and stakeholders have been taken into account by policymakers in these documents. The three remained issues have been covered by other Laws and regulation. Furthermore, the role of various actors and stakeholders in public libraries was reviewed and classified in accordance with the provisions of the sanctioned laws and regulation. Based on the analysis, nine groups of actors and stakeholders were identified, including public library administrators, financial resource providers, users, community, employees, government, media, NGOs, and other stakeholders.
Originality/value: This research is the first to examine the issues covered in the national policy documents of public libraries in Iran. Furthermore, the value of this study lies in that it explains the issues of interest to policymakers and public library policymaking institutions in the past as well as it helps to identify the gaps of national policymaking on public libraries too.
