Abstract

Purpose: Identification of the effective organizational culture is one of the necessities of organizational culture management in any organization. This study is intended to design the effective organizational culture pattern of public libraries in Iran.
Methodology:  This is a qualitative study conducted by using the grounded theory method. By purposive sampling, 23 of librarians and managers of public libraries in 10 provinces were interviewed using depth and semistructured interviews. The data analysis was performed by theoretical coding (open, axial and selective coding). In the axial coding, core category was determined and in selective coding, final model was presented. Causes, intervening conditions, contexts, main strategies, and the main consequences of crisis management in libraries was presented in the model. 
Findings: Based on the data from the research, 6 categories and 16 subcategories were identified as the dimensions and components of effective organizational culture in public libraries. The causal conditions preparing the ground for the explanation of the effective organizational culture in public libraries as the core category include: decrease in the number of users, reduction of employees' motivation, Failure to achieve the goals and roles, and the tendency for cyberspace. Conditions affecting the codification of strategies include: user's diversity, diversity of needs, being cultural, public and non-profit. Finaly, the outcome of the implementation of the said strategies are attracting users and social sublimity.
Originality/value: The value of this paper is that it draws the attention of managers and researchers involved in the public libraries management to the fact that they must take into consideration the dimensions and components of effective organizational culture in managing the public libraries.

Abstract

Objective: Despite the growth of practical experiences, especially in recent years, there is not much knowledge about the outreach services of Iran public libraries. In this regard, the main objective of this research is to identify the themes related to outreach services in Iranian public libraries.
Method: The present research is qualitative and was conducted using the method of thematic analysis of the news published on the IPLF’s website. Based on the predefined criteria, 37 eligible news items were examined. The data were analyzed and examined using MAXQDA software (2019 version).
Results: According to the reviewed news, five main themes were identified: "social inclusion", "creation of social capital", "strengthening social well-being", "promoting reading culture", and "strengthening community values". The two themes of "social inclusion" and "creation of social capital" were the focus of 95% and 65% of the news about outreach services, respectively. Additionally, the categories of "focus on deprivation" and "creating social joy" were reflected in 14% and 13% of the news items, respectively, more than other categories.
Conclusions: This study is among the first research efforts to examine the themes related to outreach services in public libraries. The identified themes, largely linked to the social responsibility of public libraries, indicate the "social value and goodness" of these organizations within communities. It is evident that the findings of this research can serve as a basis for designing a model for library outreach services. Furthermore, attention to this matter could lead to planning and policymaking by public libraries to address unserved communities.
