Abstract

Purpose: Clients are crucial factors in the  success of public libraries and each of them has different needs. So public libraries should know their clients and plan to meet their needs in order to ensure satisfaction.
Methodology: In this research a hybrid model based on clustering method which uses the Neural Network, Analytical Hierarchy Process (AHP) and Kano model is used in order to segment public library clients and obtain the value of each segment to provide the services that will satisfy them. The statistical population of this research consists of all public library clients in the Fars province and a sample group of 180 is chosen via simple random sampling. The research tool is a questionnaire based on both the Kano model and the parameters of clients' satisfaction model.
Findings: After data gathering, the Self-Organizing Map (SOM) is chosen for segmenting or clustering clients with the highest quality and four clusters are identified for public library clients in Fars province using MATLAB. Then clusters are prioritized using the Analytical Hierarchy Process in the Expert Choice software package. This means that the cluster with the first priority includes clients who have attractive needs.Novel methods need to be employed to increase the satisfaction of these clients where the building and its location, human resources, material resources,  service conditions, the library's peripheral services, etc. Client needs in other clusters are similarly identified, and suggestions for improvement in services are proposed.
Originality/value: In this study through segmenting public library clients based on their needs a model was designed which helps public libraries to best serve the community by clustering clients, prioritizing these clusters and determining the needs of the clients in each cluster.

Abstract

Purpose: To predict the type of customer needs of online bookstores by using data mining methods based on Kano model.
Methodology: First, three groups of needs and factors affecting customer satisfaction of Adinehbook online store were extracted according to expert opinions and then the Kano questionnaire was designed based on these factors. After data preprocessing, the type of each customer's needs were determined based on the Kano model. So customers were clustered according to the type of needs and demographic characteristics. Clustering was done using K-means algorithm and the number of initial clusters were determined by self-organizing neural network. Then the frequency of customer needs in each cluster were prioritized and the clusters were classified accordingly. In the next step, a decision tree technique was used to predict future customer needs.
Findings: Results of the decision tree showed that among the demographic variables, education, age, gender and marital status had the greatest impact on determining the type of customer needs.
Originality/value: Using the result of research, online bookstores such as Adinehbook can first identify the customer class which determines the type of their needs by considering their demographics and then apply the appropriate strategy and performance to treat the customer.

Abstract

Purpose: A library and information specialist cannot rely only on his academic views. He can perform his job successfully only when he has access to his colleagues' scientific knowledge which is based on their experiences and uses it alongside his own knowledge. Therefore, it is essential and necessary to identify the ways of transferring the tacit knowledge of librarians and the factors affecting this transfer in order to improve the current conditions. Thus, The purpose of the present study is to identify the methods of tacit knowledge transfer and sharing and factors affecting it among the librarians of public libraries in Fars Province.
Method: This study is an applied research that was conducted by the survey method. The research population included all 400 librarians of the public libraries in Fars Province, from whom 190 librarians were selected by using simple random sampling. The data collection tool was a questionnaire. The validity of this questionnaire was measured by asking for the opinions of information science specialists and its reliability was confirmed by Cronbach 's alpha coefficient (α= 0.82 ). Furthermore, the SPSS (v.21) and Microsoft Excel (2016) were applied to analyze the data. Prioritization of the methods of tacit knowledge transfer and the factors affecting it were performed using the Kruskal-Wallis test, and the multiple linear regression and its coefficients were used to measure the relationships between the influential factors and the demographic characteristics of librarians.
Findings: The results indicated that the most important methods of transferring knowledge between librarians of public libraries in Fars Province were verbal communication between library staff and their participation in in-service training courses, respectively. From the perspective of respondents, all three factors, including personal, organizational and technological, affect the tacit knowledge transfer; The need for a proper reward system (among the organizational factors), access to Internet (among the technological factors) and maintaining the job position (among the personal factors) have been the most important factors from the viewpoint of librarians. However, in the overall comparison, organizational factors were assigned the highest score and personal factors were assigned the lowest score by the librarians. Results of the regression equation also confirmed the existence of a significant relationship between the librarians' age and gender and the technological factors.
Originality/value: So far, no research has been conducted within the country on the methods of tacit knowledge transfer and the factors affecting it among the librarians of public libraries. Therefore, the current research can pave the way for other studies in this field. In addition, among the studied factors, organizational factors and then technological factors were assigned the highest scores by librarians. Paying attention to these results can be useful in the short and long term planning of Iran Public Libraries Foundation in order to facilitate and reinforce tacit knowledge transfer among librarians. Furthermore, the results of the research showed that the existence of joint agreements and programs between Iran Public Libraries Foundation and universities, educational and research centers in order to hold different training courses can be effective in facilitating knowledge sharing.

Abstract

Purpose: The aim of the present research is to identify the information technology governance factors (COBIT) in the architectural framework of the Public Libraries Organization of the country.
Method: In the current applied research, a seven-step synthesis method by Sandelowski and Barroso was utilized to consolidate information resources. For the qualitative section, the Delphi method was employed in two rounds to achieve consensus among experts. The research community for the synthesis included 154 internal and external sources from 2012 to 2023, with 51 sources selected for data analysis and coding. The Delphi community comprised 75 experts, of whom 20 provided their feedback. Data analysis for both sections was conducted using SPSS software.
Results: After identifying the mechanisms of IT governance with the aim of encompassing four approaches within three IT governance strategies, a total of 90 codes were categorized into four concepts and three categories, which include: Structural Mechanisms of IT Governance, Process Mechanisms of IT Governance, and Relational Mechanisms of IT Governance.
Conclusion: This article presents the final indicators of IT governance (COBIT), aimed at establishing a systematic order and integrating the organizational information architecture. These indicators, as key tools, can assist in improving processes and enhancing efficiency in IT management, thereby paving the way for the optimization of resources and services within organizations.
