In this study, statistics for 39 countries in the world were compiled in 14 indicators: per capita lending, resource efficiency, per capita referral, member, per capita book, per capita other materials, collection up-to-dateness, per capita computer, per capita internet terminal, per capita full-time employee, per capita professional employee, lending cost, per capita cost, and per capita service center, and evaluated using the MADM approach.A combination of theoretical studies, evaluator opinion, and Shannon entropy were used to determine the weight of the indicators.The SAW model was also used to rank the indicators.The ranking showed that Finland, Estonia, and Denmark are the three countries with the best public libraries.
