Research on Information Science and Public Libraries Research on Information Science and Public Libraries 2645-5730 2645-6117 10.61186/publij 2016 22 3 Performance Evaluation of Iran’s Province of Golestan Public Libraries, by Balanced Score Card maryam babaie-chamazkoti maryam.babaie@ymail.com Heidar Mokhtari mokhtariazad@gmail.com Purpose: This study aimed to evaluate the performance of public libraries in Golestan province (Iran) by using Balanced Scorecard (BSC) -a relatively new and multidimensional model to evaluate the holistic performance of organizations- in 2013. Methodology: This applied study was a descriptive survey. Its statistic population from customer's perspective was included all 28,700 members of the public libraries in the province. 375 members were selected by using a random sampling. From learning and growth perspective, the statistic population as census method was included all 98 public librarians of Golestan province. From internal processes perspective, Gorgan Mir-Findiriski Public Library was selected as a purposeful sample and its status was compared with IFLA standards for public libraries. From financial perspective, a checklist was used to gather financial data of Golestan Province Department of Public Libraries in the two fiscal years of 2011 and 2012. Two researcher-made questionnaires were provided to collect data from the customer perspective (users), and learning and growth one (employees). Validity of the questionnaires was obtained using expert views and the reliability of users and staff questionnaire were a = .967 and a = .968, respectively. Findings: The performance evaluation from the customer perspective of the balanced scorecard showed that users' satisfaction of the library services was satisfying, and from learning and growth perspective, the employees' satisfaction was average. From internal processes perspective, in comparison with the IFLA standards, Mir Findiriski Public Library was in low level, and from the financial perspective, the percentages of achieving the indicators of revenues and expenses of Golestan Province Department of Public Library were respectively less than expected level, and equal to expected level. Originality/values: We tried to show the weakness of Golestan Public Libraries (Iran) in the effective attraction of users. It seems that imperfect absorption of revenues affected the performance of public libraries. Methodology: This research implemented with descriptive case study method and architectural critique, analyses the architectural qualities that make Isfahan Central Library and Information Center Building a sociable, welcome and attractive building. In order to select criterions, we performed 85 interviews with users and a researcher-made questionnaire was used to collect viewpoint data from them. The content and context of interviews has analyzed too and results formed upon it. Findings: Results showed that the library building is in an appropriate situation in the city and the outer form, has a certain identity but is weak in making a transparent, legible, bright, flexible and happy space that supports social interactions and make a sociable library. Qualities of the building were far from sociability factors of a library building. Originality/Value: Case study and critical view on main library buildings of a country and comparing them to parameters of successful libraries of the world can help to have a deeper vision about them and provides the context for the development and design of new libraries based on effective sociability factors.   Architecture critique Library Isfahan Central Library Sociability. 2016 11 01 355 377 http://publij.ir/article-1-1176-en.pdf

Methodology: This is a survey research project that uses a researcher-made questionnaire. The research population includes 24371 users from the 26 public libraries in Yazd city (Iran). The sample size is calculated using the Krejcie & Morgan sample size table and a total of 384 questionnaires were filled by users. Findings: Users viewpoints gathered based on four benchmarks (input spaces, circulation, study hall, and the reference section). Users satisfaction with circulation and the reference section was in high level while the study hall and the input space were not satisfactory. Besides, results showed that the majority of users prefer white to cream color for the main spaces, cream to brick red for the tables and brown for the chairs. Originality/Value: We tried to show the satisfaction level of users with selected benchmarks and their color preferences about library sections and equipments. Methodology: This is a survey of reading behavior. Data was gathered by means of a questionnaire prepared for the purpose of this study. Also, 10 of the top managers of Iran’s province of Khorasan Razavi have been interviewed. The questionnaire was distributed to a group of target 113 managers. They were selected randomly through the 157 managers of mentioned province. Questionnaires were returned by 81 (71.7%) managers. Findings: The Results of the survey indicated that the majority of the managers have been graduated in Humanities (65.4%). 33.3 percent of them studied majors related to management and 55.6 percent achieved M.A. degrees. They properly know the concept and instances of reading. Read for the purpose of achieving efficiency and knowledge, and improving their personal skills. However, the respondents know the importance of the reading. They hadn’t done any significant action to improve the status of reading in their organizations. Originality/Value: We tried to indicate the top managerial viewpoints about reading and their practical actions in improvement of reading behavior of employees. Methodology: survey method was used to perform the research. The population included all accredited members of the public libraries in Iran’s South Khorasan Province until the end of 2012 August 2 with an estimated number of 23594 members. Reliability of questionnaire was measured by Chronbach’s alpha and validity of it was approved by related faculty members of universities. The data were analyzed using independent two sample t-test and One-way ANOVA test. Findings: Most users of the public libraries in Iran’s South Khorasan Province had high school diploma, B.A. and BSC degrees and one third of the total sample population received their ICDL certifications. The users claimed that their information literacy skills are above the mean level. Their most important needs were supplementary reading materials for education, literature, and religion. Most important motivations for using libraries were doing homework, classroom projects, and increasing their public information level respectively. Outdated resources, scarcity of information materials and the lack of internet access were the most significant obstacles to meet users' information needs. The libraries sources and services moderately satisfied the users' needs. Method: We used survey method and research population consists of all users (23,153) of Iran’s Hamadan province public libraries. Simple random method was used for sampling and the sample consists of 289 members. Research tool is a researcher made questionnaire that constructed on the basis of Pateman & Vincent (2010) Model. Reliability of questionnaire measured by Cronbach’s alpha (0.86) and validity of it approved by related faculty members. Findings: Findings indicated that there is a significant correlation between such independent variables as “people’s proper economic situation”, “social pedagogical foundations”, “family”, “librarians’ awareness”, “proper location of library” and “users’ gender” with a dependent variable namely “the rate of going to public libraries”. These independent variables were considered as intensifying factors in public library use. On the other hand, no significant correlation was found between such independent variables as “users’ distance/proximity to public libraries”, “the level of provided services by public libraries”, “people’s bad economic situation”, “user’s age and education” and dependent variable “public library use”. Origin/Value: We tried to show important role of people’s proper economic situation, social pedagogical foundations, family, librarians’ knowledge and proper location of library. The statistical population of the survey included two groups: The specialists (36 Faculties of Knowledge and information science deprtment in Ferdowsi University of Mashhad and Librarians that worked in Electronic Document Delivery Divisions in Central Library of Ferdowsi University and Astan Quds Library) and The Users of Astan Quds digital library. 264 users are selected as a sample with simple random sampling method. The tools of collecting data are two researcher-made questionnaires. The specialist questionnaire is designed for weighting requirements and the main and subordinate factors that are shaped the proposed model with using AHP method. 42 questions are designed in the user questionnaire for assessing subordinate factors of document delivery state. Findings: Results showed that the ultimate score of Iran’s Astan Quds’ electronic document delivery service is upper than the middle level. This finding indicates the partly good situation of Astan Quds’ electronic document delivery service. According to users’ viewpoints and specialists` importance coefficient, the subordinate factors such as advanced search, browsing Options, spiritual right, help facilities and quality, are in the best situation and others such as flexibility, speed, making good relationship, price and processes clearness are in the end of subordinate factors` list. Results also showed that there is no correlation between assessment scores of Astan Quds electronic document delivery and the amount of this service usage. There wasn`t also difference between assessment scores of users that having experience of using other digital libraries and other users that not have this experience. Originality/Value: We tried to examine Astan Qods’ document delivery system and viewpoints of users about that. So the publishing of thesauri needs to use standards as much as possible. I examined and compared two important thesauruses on the basis of ANSI/NISO z39.19 2005. Methodology: This study is an analytical and applied survey. The study population was the last version of engineering thesaurus and NAMA thesaurus. Samples were compared against a checklist developed in a Microsoft Excel spreadsheet which designed according to ANSI/NISO z39.19 2005 standards. The descriptive statistics were used for analyzing gathered data. Findings: The average level of observance of standards for semantic relationships in engineering thesaurus is 97.5% and this rate in NAMA thesaurus was 93%. In these thesauri the average levels of observance of standards for formal structure were 86% & 97% and for presentation were 54.5% & 57% respectively. Also, average levels of observance of standards for management system were 14% & 18% for engineering thesaurus and NAMA respectively. Originality/Value: Since the thesauri considered as important tools for IR systems, evaluation and improvement of them is of great importance.
