Designing the effective organizational culture pattern of public libraries in Iran: Qualitative Research

Purpose: Identifying the effective organizational cultureis is a necessity to manage organizational culture in any organization. This study is intended to design the effective organizational culture pattern of public libraries in Iran.
Methodology:  This qualitative study was conducted using grounded theory. By purposive sampling, 23 of librarians and managers of public libraries in 10 provinces were interviewed using depth and semistructured interviews. Data analyze performed by theoretical coding (open, axial and selective coding). In the axial coding, core category was determined and in selective coding, final model was presented. Causes, intervening conditions, contexts, main strategies, and main consequences of crisis management in libraries indicated in the model. 
Findings: Based on the data from the research, 6 categories and 16 subcategories were identified as dimensions and component of effective organizational culture in public libraries. The Causal conditions leading to the need of explaining the effective organizational culture in public libraries as core category include: users reduction, reduction of employees motivation, Failure of achieveing the goals and roles, and the tendency for cyberspace. Conditions affecting codification of strategies consist of user's diversity, needs diversity, being cultural, public and non-profit. Finaly the outcome of the implementation of strategies are attract users and social sublimity.
Originality/Value: This article can be regarded as valuable because managers and researchers can discover that in managing organizational culture of public libraries they have to consider dimensions and component of effective organizational culture.
